Motorized Recreation in Pennsylvania – Partnerships for Progress
The National Off-Highway Vehicle Conservation Council (NOHVCC), in conjunction with the Pennsylvania Department of Conservation and Natural Resources and the Pennsylvania Off Highway Vehicle Association will be holding an Off-Highway Vehicle Recreation Management Workshop.
When: June 7 - June 9, 2012
Check-in and breakfast begins at 8am on Thursday; sessions begin at 9am and conclude at 5pm. Friday will feature a field day. Saturday will have classroom sessions.

The Agenda:
On Thursday June 7th, the workshop will consist of a classroom session including topics such as:· Principles of successful OHV recreation management · Planning and maintaining sustainable OHV trails · Economic benefits of OHV recreation · Partnership development to achieve desired results · and more.
The second day will be devoted to field workshop session at Bald Eagle State Forest. Participants will tour motorcycle, ATV and 4WD trails. While on these trails, we will apply what we have learned in the classroom sessions to specific on-the-ground conditions, and have the opportunity to observe what techniques and solutions can be applied to real-world conditions.
Saturday will be additional classroom sessions will review Friday's field observations, and present additional OHV management topics.

The Central Mountains ATV Association has announced that the 2012 Ride for a Cure will be held on June 9. This ride benefits cancer research.
Registration: Friday June 8th 12:00PM-8:00PM Saturday June 9th 7:00AM. Also there will be a breakfast at the Renovo Fire Hall beginning at 6:00 AM the morning of the event. CMATVA will pay for the breakfast for all Current Members of CMATVA. Please have your Membership Card with you.
You should plan on registering on line before May 26th to get the Lowest Rate. There will not be an additional charge to register on line, so do it now! You have 15 minutes to complete your registration once you start, so please have your Credit Card, your ATV Registration Card and Insurance Card with you.

PaOHV’s Lepley Testifies before House Sub Committee
PaOHV’s Executive Director Dick Lepley testified on June 22 as part of a panel before the US House Representatives Committee on Natural Resources, Subcommittee on National Parks, Forests and Public Lands. The Committee hearing was entitled “Opportunities for Outdoor Recreation on Public Lands.” Lepley testified with others from Americans for Responsible Recreational Access. Other panelists included representatives from NOHVCC and the state OHV associations in Colorado and Minnesota.
In his testimony, Lepley addressed OHV access to the Allegheny National Forest “Here in the East, we have far less access to public lands than folks in the West, but the struggle for trail miles is the same nationwide. For example, the one-hundred-eight mile motorized trail system in the Allegheny National Forest in western Pennsylvania has for decades been recognized as a model for doing it right. It has attracted thousands of riders, and generated millions of dollars for the regional economy. But instead of recognizing the growth potential, the ANF is putting its efforts into non-motorized recreation.”
Lepley voiced the sentiment of Pennsylvania riders when he added “I find this alarming for a number of reasons. For one, the ANF embraces over a half-million acres, but our one-hundred-eight miles of motorized trails occupy well under a tenth of a percent of the total forest.” His point was echoed by others on the panel from similar experiences elsewhere.
Lepley also addressed the contribution OHV dealers make to local economies. “My dealership employs fifty people, and during normal economic times, we generate $2 million in payroll dollars and pay $2 million in state and federal taxes yearly. There are 13,230 dealerships similar to mine nationwide, employing over 107,544 Americans with a payroll of over $3.6 billion dollars. Clearly, the power sports industry contributes mightily to the nation’s economy.” Lepley concluded his remarks encouraging Congress “to consider the full impact that land use decisions have on Americans, including the revitalizing effect that building or expanding a trail system can have on local economies, and the negative impact that unnecessarily closing existing trails or preventing the addition of new systems can have as well.”

The Pennsylvania Off-Highway Vehicle Association
The Pennsylvania Off-Highway Vehicle Association (PAOHV) is an independent incorporated association organized by OHV enthusiasts and businesses to fight for the rights of Off-Highway users. PaOHV is recognized by statute by the Pennsylvania Department of Conservation and Natural Resources as the sole/official voice of ATV/Trail Bike community. PaOHV holds representation on the Snowmobile/ATV Advisory Committee (SAAC).
PaOHV's Mission
- Promote legislation with the purpose of developing and maintaining trails.
- Become instrumental and influential in interactions with land managers.
- Defend the OHV community against discriminating legislation and regulation.
- Provide assistance for legislation favorable to trail and open space recreation.
- Foster camaraderie among motorized OHV and all recreational trail user groups.
- Provide a medium for the dissemination of information relating to the OHV industry.
- Provide educational opportunities related to OHV use.
- Promote research pertaining to compatibility of OHV and environmental resources.

Important Notice: Help PaTRA Protect the Trails in the Bald Eagle State Forest!
The Pa. Trail Riders Association was formed in 1973, and it has been a loyal supporter of PaOHV since its inception. Their membership is passionate about the trail system in the Bald Eagle State Forest in central Pennsylvania, and the volunteer effort they put forth in the forest is legendary. The improvements PaTRA is making to the system, and other factors, are leading to a substantial increase in the number of riders enjoying the trails. Unfortunately, complaints from other users have increased as well.
PaTRA recently met with the DCNR to discuss the work PaTRA members have been doing in the Seven Mountains/Shade Mountain areas. It was then that they learned of the user conflict issue. PaTRA is working closely with DCNR and Bald Eagle staff members to solve the problem, and they ask that the following guidelines be taken seriously: 1. Be mindful of other user groups...particularly hunters during the season. 2. Non-licensed dirt bikers riding the Shade Mountain trails need to make certain their exhaust system is quiet, and is equipped with a U.S. Forest System approved spark arrester. 3. The phrase PaTRA lives by is "Ride With Respect". Make sure you do the same.
Motorcyclists currently have no restrictions on when they can ride in the Bald Eagle State Forest. Keep it that way by respecting the rights of others who share the forest with you. Thank you!
